Hyderabad: TS Govt Plans To Introduce Law On Surrogacy
Telangana government is making plans and setting new rules for the commercial surrogacy in the state. The discussion was taken up in the Telangana Legislative Assembly during the question hour. The minister who is concerned has stated that government would take suggestions from the surrogacy bill and proceed further.
“The Centre introduced the surrogacy bill in Lok Sabha in 2016. A criminal case was filed against a hospital here for allegedly conducting commercial surrogacy, he said. The action was initiated against the hospital under Pre-Conception and Pre-Natal Diagnostic Techniques (PC&PNDT) Act for performing commercial surrogacy without obtaining the necessary licenses,” Laxma Reddy said.
“A committee of experts has been appointed under the leadership of Justice Gopal Reddy, a retired judge. The committee has been appointed to give suggestions and advice on this. As per the suggestions of that committee…,” he said.
“We will look into provisions of the Bill and come up with legislation on similar lines,” said minister Laxma Reddy.
Congress leaders G Chinna Reddy, J Geta Reddy and Padmavati Reddy, has stated that the poor women are exploited in this process of surrogacy which should be taken care by the government.
“Telangana government should be the first off the block on the issue. There are no central rules, but the state can take it up. There is a vacuum in the legal framework. Of course, the book has to be returned to me,” said J Geeta Reddy, a gynecologist.
The minister said that there were about 76 infertility centers in the state which included 27 in the city, 15 in Ranga Reddy and remaining in other states. He also said that the government will form a committee to formulate guidelines for infertility centers and all these should be monitored.
“Will the minister take up seriously that this government should be a pioneer in this, lead the way for the rest of the country and bring in an Act, Act for surrogacy”, said Geeta Reddy.
“Surrogacy is a big boon to couples who have no child. But there should be no exploitation of women,” she said.
