1. He will never choose Paper, the sign Is somewhat similar to the congress logo ! And he won’t advertise the opposition party. Or support 😛 As only paper can beat rock, you are safe. The congress symbol:

2. Chances are more of him choosing Scissors than Rock . As you can see his favorite pose is a victory symbol. Of course, he won the elections and he always likes to pose like this.

So out of habit he will subconsciously make the victory symbol, and your job is done. Rock beats Scissors !!

Outsmart him by saying that you support congress and make him choose Scissors as he will think you will go for the Palm (the Paper) 😉
