New Delhi: More than 2,000  non-combatised personnel belonging to the border guarding force – Sashastra Seema Bal (SSB) – have been finally directed to be moved to the Intelligence Bureau (IB) under the ambitious plan by the central government to bolster the internal snoop agency’s on-ground fielding at Indian borders, especially along China and Nepal borders of India.

News agencies have accessed an order issued by the Union home ministry order of October 12 directing as much as 2,104 posts of the civilian component of the force, commonly called as the ‘dying’ cadre, to be transferred to the IB “immediately”. As per the information, few of these posts are said to be non-occupied as of now.

For the last few years, the move was in the making process after National Security Advisor Ajit Doval had written to the then Home Secretary Rajib Mehrishi in 2016 stressing on the requirement of effectively utilizing this manpower to enhance border security gathering enhanced intelligence.

Now the ministry has directed that a total of 19 cadres of these personnel in SSB out of the 24 total, be sent to the IB department.

“These cadres will get integrated with relevant and comparable cadres of IB. They will be governed by service conditions of IB after transfer from SSB,” the order said.

According to a blueprint which said that the trained, experienced and well acquainted cadre along the border areas can be effectively utilized in upgrading intelligence generation purpose for the country’s 15,000-kms of border.

It further said that the personnel were very well trained to undertake tasks of generating nationalist sentiments among the population near the border.

A senior official said on condition of anonymity that the future tasking of such personnel would be charted out in coming next few months and both the central agencies will “mutually decide the detailed implementation modalities including those related to transfer of assets of the Sashastra Seema Bal to the IB.”

But a small component of a total 94 posts, spread across five cadres, will be continued with the SSB, the order said.

The crucial decision was taken after Home Secretary Rajiv Gauba had held a meeting earlier this month over the subject with IB Director Rajiv Jain and newly appointed SSB Director General S S Deswal and after considering the matter, the home ministry permitted the move.

A news report had updated regarding the development in September 2017 that the proposal is presently in progress and a total of 2,765 posts of the civilian cadre of the SSB is going to be shifted to the IB Department.
