Manipur Govt To Introduce Law To Curb Mob Killings, Will Propose A Bill In Assembly Soon
Imphal: Due to the issue of rising mob violence, the government of Manipur has decided to introduce a law to curb vigilantism in the northeastern state.
A legislation will be tabled in the coming session of the state assembly and is called as the Manipur Mob Violence Control and Prohibition Bill. The decision was taken in the backdrop of the mob killing incident of Farooq Khan, who was a management student, for allegedly planned to steal a scooter at Tharoijam in Imphal West district on September 13.
A cabinet meeting was held on Wednesday, in which the crucial decision was taken to introduce the anti-mob killing law. The issue of mob killing was decried by the state government spokesperson Thongam Biswajit Singh as there is an increasing number of people being killed by mobs across the state and after there was no fair trial being conducted.
So far, the police in Manipur have been successful in arresting five people in the Khan’s murder case. Mr. Khan was a resident of Thoubal district. After a video emerged revealing that the policemen stood silently by the mob without any action against them while they were carrying out their ugly action, four policemen, including a sub-inspector, were suspended in the following days. Regarding the suspension, a senior police officer, Jogeshwar Haobijam, confirmed that the policemen were indeed “present at the spot when the victim was alive and lying unattended”. They all were suspended after an internal investigation was carried on.
Social activists in the area condemned the incident of the mob attack in a very strong manner.
The state Director General of Police also received the directive of the Manipur Human Rights Commission to probe the incident and submit a report by 22 of September this year.
The state of Manipur is ruled by the BJP and comes under many states that have witnessed a spate of mob killings in recent months. In a similar incident, two people were lynched by a mob of local residents over the suspicion of child-lifting in Kangpokpi district a couple of months ago.
Mob killing has become a very debated issue in the country with the center either maintaining silence over it or saying that there is no need for a law for it and states need to do their part to contain such incidents.
