NITI Aayog To Provide New Approach For Medical Treatment At District Hospitals

New Delhi: The NITI Aayog on Wednesday came up with norms to develop a unique public-private partnership model aimed at setting up additional infrastructure to deliver medical treatment of non-communicable diseases at district hospitals with predetermined rates.

As per the PPP model, space would be provided to the private sector to set up facilities with the purpose of treating cardiac, pulmonary and oncological disease by the state governments within the existing district hospital’s premises.

On the occasion releasing the guidelines and Model Concessionaire Agreement (MCA) for ‘Public-Private Partnership for Non-Communicable Diseases’ (NCD), Niti Aayog member V K Paul informed that the rates of treatment as per the PPP model would not be different from the rates specified under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (PMJAY) or states insurance schemes.

He further added that those states which do not have any kind of such insurance packages can utilize CGHS package rates for the period when such insurance rates are not available.

The issued guidelines imply that the private partner will be responsible for investing to upgrade, build and deploy human resources.

“It is expected that the NCD care facility co-located at the district hospital will contribute towards improving access to the above mentioned NCD services at the government hospitals at the district level,” the guidelines said.

“All services in the NCD care facility will be offered by a single entity, be it a trust, company, consortium etc under PPP arrangement,” it added.

As per the guidelines, PPP models are suggested to deliver hospital-based clinical services. As per that, under the PPP model, specialized NCD services can be availed and easily accessible at the district level.

The document further added that the model will also ensure availability of specialists for the respective fields at the district level.

A uniform tariff for all patients, irrespective of their status, will be availed by the NCS care facility.

“The state government will reimburse the payments to the private sector on behalf of all patients referred by the state government who receives services at the NCD care facility,” the guidelines document pointed out.

The move may help people living in remote areas of the states to avail such affordable treatments at very low costs and in turn help the state avoid burdening the city-based government hospitals. As per the plan, the government should go forward to make the programme a success.
