Odd-Even Rule Will Not Apply For Two-Wheelers For Now In Delhi
New Delhi: The Supreme Court today stayed the order of National Green Tribunal 2017 regarding the implementation of the odd-even rule for two-wheelers too.
The odd-even rule was implemented in the national city of Delhi in January 2016 to improve the air quality in the atmosphere. Therefore, only vehicles bearing odd and even numbers were being all allowed on alternate days. But no such restriction was extended on two-wheelers.
Additional Solicitor General (ASG), who was appearing for the Delhi Government, told a bench of Justices Madan B Lokur and Dipak Gupta that it will be impossible all of the people in public transport if the rule of odd-even is applied to two-wheelers too.
He said that an order was passed by the NGT on December 15 last year in this regard and they were complying those order with all directions but sought for the exemption for two-wheelers in the odd-even rule.
The green court had banned most of the exemptions on November 11 last year which included two-wheelers, government officials and women in the odd-even rule.
“What is the basis of exemptions if you want to improve air quality,” the court had said as there was a choking smog blanket all over the atmosphere of Delhi. When asked whether what was the reason for not implementing the Odd-Even scheme earlier, the court said it the order should be implemented immediately whenever time Particulate Matter 10 exceeds the level of 500 and PM 2.5 rises above 300 for 48 hours.
The Delhi government’s review plea to seek an exemption for the two-wheeler in the odd-even rule was dismissed by the green tribunal in December last year by saying that such a relaxation would be opposed to the idea of improving the air quality of the national capital, Delhi.
In winter last year, the smog generated due to the burning of leftover agricultural remains by the farmers combined with the city’s already over polluted atmosphere resulted in the city being engulfed with thick and dense smog. This forced the authorities to issue orders permitting holidays for schools, offices and many other important institutions.
The issue of pollution has become very serious right now not just for Delhi but also for other important cities of India. The government needs to come up with a comprehensive plan to counter the general issue irrespective of politics across the country.
Earlier this month, a Supreme Court Judge remarked over the request by automakers to allow the manufactured car’s sales till 2020 before the implementation of engine standards further. The Judge remarked that we can live without cars but cannot allow humans to suffer to be taken ill.
